    Details:

    Upgrade of gdn1 federation. We'll upgrade C8 one region at a time, each region will expect an outage about 5~10 min. Once C8 is upgraded on a region, we'll verify and fix any issues before proceeding to the next one. The entire process should take 5 ~7 hours.
